Four things that decide a Gillingham search
Gillingham has a genuinely awkward search problem that most towns do not, and it changes what I would do first.
You are competing with a football club and another town
Search "Gillingham" on its own and you get Gillingham FC, then Gillingham in Dorset, and somewhere below that the Kent town of 100,000 people. This is the single biggest difference between SEO here and SEO in Rochester or Strood. It means the bare town name is close to worthless as a target, and everything has to be built around the qualified searches instead: "gillingham kent", the service plus the town, and the neighbourhood names that are unambiguous. It also means your Google Business Profile has to be unmistakably pinned to the right Gillingham, because the ambiguity affects the map too.
The neighbourhoods are cleaner targets than the town
Twydall, Wigmore, Parkwood and Hempstead share their names with nothing else of consequence, which makes them easier to rank for and more precisely useful than the town name that is fighting a football club. For a trade covering the area, naming those four properly is the closest thing to a free win available here, and hardly any local site does it.
Most of it is a phone, mid-problem
Gillingham runs on trades, garages, salons and takeaways serving a dense residential population. The typical local search is someone standing in the problem they want solved, on a handset, deciding in well under a minute. That pushes the map pack above almost everything else in importance, and it makes page speed and a visible phone number worth more than anything you could write.
Medway and Gillingham are separate searches
Google does not treat Medway as a synonym for its five towns. A business that only names Gillingham is invisible for the district-wide searches, and one that only says Medway ranks weakly in each individual town. Both are worth having and they need different pages, which is why this site has a Medway page as well as this one rather than trying to make a single page do both jobs.

Disambiguate you from the other Gillinghams
First job, and specific to here. Correct address and service area on the Google Business Profile, the county named in the places it matters, consistent postcode use, and LocalBusiness schema that pins your coordinates rather than leaving Google to infer which Gillingham you mean. This is unglamorous and it is the thing that stops your listing turning up for people in Dorset.

For nearly every search worth having here, the map pack sits above the ordinary results and takes most of the clicks. Right primary category, real photographs of your actual premises, hours that match reality, and a review habit you can keep going. If the profile is your weak link I will tell you before selling you anything, because fixing it costs nothing and moves faster than the website.

Name Twydall, Wigmore and Parkwood properly
Either a genuinely written area section or separate pages that actually differ, never one paragraph with the place name swapped. That pattern is treated as a doorway page and discounted, which is worse than not having the pages at all.

Consistent details everywhere you appear
Name, address and phone identical across your site, your Google profile, Companies House, directories and any trade body listing. Dull, skipped by most people, and in a town with a name collision problem it does more work than it would anywhere else.

Schema so the details are machine readable
LocalBusiness and Service markup, breadcrumbs, and the entity links between them. This is the Advanced tier's structural work, and it is what puts your hours, area served and reviews somewhere an AI answer or a rich result can read them rather than leaving them as text.

Reporting you can check yourself
Search Console positions and impressions for your Gillingham terms specifically, not a traffic-light dashboard. If something moves you see it, and if it does not I would rather say so than bury it under a chart.

Anyone promising page one in thirty days is either targeting terms nobody searches or about to do something you will have to undo.
Should I target Gillingham or Medway?+
Usually both, because they are different searches doing different jobs. Naming Gillingham wins the people nearest you, naming Medway catches the district-wide searches and the customers who think of the Towns as one place. What loses is naming neither and hoping Google works it out.

Yes, and Hempstead and the Rainham border. If you serve those areas your site and your Google profile should name them individually, and that is usually one of the first changes I make.
