Four things that decide a Chatham search
Chatham is the most competitive of the Medway towns and the most seasonal. Both change the order I would do things in.
Your demand has three different seasons
The Historic Dockyard fills in summer and empties in February. The university campus at Chatham Maritime swings hard on term dates, and September brings several thousand people who know nothing about the town and search for everything on a phone. The trade business three streets back sees none of that and works steadily all year. Most Chatham sites say the same thing in August as in January, which is wrong for half the year, and almost nobody is capturing the September spike deliberately.
The bigger Chathams are American
Chatham in Massachusetts, Chatham in New Jersey and Chatham-Kent in Ontario all compete for the bare town name, which makes unqualified "chatham" searches close to useless as a target. What works instead is the service plus the town, the Kent or Medway qualifier, and the local names that are unambiguous. It also means your Business Profile needs to be pinned properly rather than left for Google to infer.
Chatham Maritime behaves like a separate town
The campus, the waterfront and the retail park at Chatham Maritime are a different market to the Pentagon and the High Street, with different customers and genuinely different searches. Sites that treat them as one place rank weakly in both. If you trade in one of them, saying so specifically is worth more than another paragraph about Chatham in general.
The competition here is visibly better
Chatham has more competitors online than the other Medway towns, and more of them have rebuilt recently. That cuts both ways: the bar is higher, but it also means the ordinary signals actually get measured here. Turning up with a 2018 site and a neglected Business Profile is far more obvious in Chatham than it would be in Strood or Rainham.

Work out which market pays your bills
Before anything technical. Visitor, campus or resident trade need different keywords, different pages and in some cases different opening hours on the profile. Optimising for all three at once is how a site ends up ranking clearly for none of them, and it is the most common fault I see here.

Google Business Profile, with hours that are true
The map pack takes most of the clicks on local Chatham searches, and Google demonstrably weighs whether your hours are accurate and maintained. In a town where trade swings with term dates and the season, hours that were set once and never touched are both a ranking problem and a lost customer problem.

Separate Chatham Maritime from the town centre
If you serve both, they need distinct treatment rather than one page mentioning both names. If you serve one, say which, clearly, because the specificity is what wins against a competitor hedging across the whole town.

Time the content to the calendar
The September intake and the summer visitor season are predictable, and content published a month before each one has time to be crawled and ranked before the demand arrives. Publishing it in the week it matters is too late, and this is the single most under-used lever in Chatham.

Schema so the details are machine readable
LocalBusiness and Service markup, breadcrumbs, and opening hours in a form a machine can actually parse rather than an image or a sentence. This is the Advanced tier's structural work and it matters more here than in a town with static hours.
